CARACAS, Venezuela — On the earthquake-cracked streets of La Guaira, near a bridge in partial collapse, two bald men argued.

One was a search-and-rescue worker from Fairfax, Virginia, sent by the U.S. government to try to reach people buried beneath the rubble left by the back-to-back temblors last week that killed more than 1,700 people.
