ISLAMABAD — A second round of face-to-face peace talks between the United States and Iran, planned for this week in Pakistan, remain on shaky footing after Iranian officials threatened not to attend following the U.S. seizure of an Iranian-flagged vessel near the Strait of Hormuz over the weekend.
